Pixel artists manipulate the image by carefully controlling the placement of each individual pixel. Using a pixel filter in PS is not the same. It’s not what you see when you arrive, it’s how you got there, step by step that gives pixel art it’s cache and value.
Pixel art is derivative of older video game graphics, and part of the allure is to emulate the style.
